This documentary reveals just how evil the U.S. CPS system is and just how much further than Child Protective Services the rotten wickedness goes.
The film, however, fails to answer two important questions. Namely, how are foster parents approved and how are CPS workers hired?
While there is no doubt in my mind that so-called Child Protective Services is, in at least some sense of the word allowing what is discussed in the documentary to take place, the filmakers don't nail down what vetting processes are like for both the foster parents and the social workers employed by CPS. What are the inner mechanisms for both of these? In other words, how much of the abuse and traficking is due to malignant (we couldn't care less about doing the right thing by these kids and their families) or benign (an overworked short staff) neglect and how much of it is due to deliberate actions on behalf of the foster care system at all levels (cabal) remains unknown to the viewer.
